Swaffham Town Council has bought a two-acre piece of land for £70,000 so a group set up to build a pool has a site for the project.
But in order for the project to get started, a deal has had to be signed to agree access to the land via land owned by Breckland Council, town clerk Richard Bishop said. The town council heard the agreement should be finalised by the end of April.
In the meantime, the pool association has been working behind the scenes researching designs for a pool and how to find funding for the project, Mr Bishop said.
