S & A Jones developments has applied for planning permission for the homes, which would be two and two and a half storey, in place of a bungalow currently on the site at number 119 near the town centre.
There would also be an area of open space, a new access road and a contribution from S & A of more than �250,000 towards affordable housing, recreation and transport facilities in the area, according to a report to Breckland Council's development control meeting, due to meet on Monday.
An application for 29 homes at the site last year faced objections and was withdrawn. Watton Town Council has offered no objection to the current scheme but said it had some concern about drainage.
The council's senior planning officer has raised a concern about lack of affordable housing in the scheme, to be mitigated by the financial contribution.
Local residents have also raised objections over effect on the character of the area, traffic, loss of amenity, harm to wildlife, impact on local infrastructure and flooding.
